the important element,foster the development of sports social organization,is conducive to promoting the sport of governance systems and governance capacity modernization,for the implementation of the national fitness national strategy,promote the development of sports industry,accelerate the transformation of the sports department function,has the realistic meaning to improve the public sports service system and the construction of sports power.At present,the government has adopted a variety of policies,such as the establishment of development funds,the purchase of public sports services,financial subsidies and so on.As a non-profit incubator to foster a new way of social organization,in other areas has cultivated a large number of types of social charity organizations,which,by public organizations incubator of sports social organizations in some developed areas of practice.In this study,through literature,case studies,interviews and other methods,take the Ai De social organizations in Kun han City training center to cultivate Rou li qiu Association and the Zhang jia gang municipal welfare organization training center to cultivate ecological park running club as a case,study the public organization incubator at the beginning of a period of social sports organization,draw the following conclusions:1.The initial stage of the sports social organizations are facing the problems of lacking in resources and capacity dilemma.2.The main mechanism of NPI through coordination between the organization and the government,social sports enterprises,to enhance the social sports organization ability,improving relations between the organizations and the government,the sports social enterprises.So as to realize the ideal relationship between sports social organizations and government and enterprises.3.The case study shows that the amity of social organizations in Kun shan city and Zhang jia gang city public welfare organization training center through the coordination of the relationship between sports and social organizations and the government,to promote the ability of sports social organization,the start-up period of Rou li qiu Association and the ecological park in the cultivation of running club hatching have a greater ability to enhance the cultivation of incubator;the role of ED of social organizations in Kun shan city and Zhang jia gang City Training Center for public welfare organization Rou li qiu Association and the ecological park running club does not affect the organization's autonomy.Therefore,there is no necessary connection between the cultivation of public welfare organization incubator and the degree of autonomy of sports social organizations..The same cultivation strategy of public welfare organization incubator will produce different effects in different stages of the development of social organizations.Whether Rou li qiu association or ecological park running club,in the organization of the start-up period,with key growth and development of NPO incubators of sports social organization role,its cultivation effect is significant and direct,but with the growth of time,internal organization construction,resource diversification gradually improved,although the non-profit incubator has a role in promoting the development of social sports organization,but the results have been significantly better than at the beginning of the establishment,Therefore,the public welfare organization incubator is more suitable for the cultivation of the social organization in the initial stage.4.The use of public welfare organizations incubator of sports social organization:incubator of single mode;lack of professional talent incubator,it is difficult to meet therequirement of social sports organization;incubator lacks effective communication between enterprises and build a platform for the company,lacking of follow-up services of incubator.5.It is recommended to further improve the measures of social sports organization incubator public service organization: encourage to establish the diversified construction of the operation mode of incubator;to cultivate the professional personnel of the incubator and encourage the establishment of professional incubator;stimulate the release of incubator activity in the market mechanism.strengthen the self construction of the incubator.
