The concept of Business process Re-engineering BPR represents a modern management method.Although it has historical roots,but it was activated in 1991 by Michael Hammer and Chamby who had a clear imprint in the generalization of this concept and began to apply to several American and European companies.BPR has a great success in the development of its work,strategies,achieving excellent objectives.Multiple studies and experiments have proven that BPR is one of the most effective ways to achieve goals both in private and government institutions.According to Hammer,Process-orientation is considered as being the most important aspect of BPR that focuses on analyzing and rebuilding core business processes(value added),not organizational structures and functions of departments or functional responsibilities.The entire process is studied and re-engineered from the receipt of the customer's request until the required service is delivered through all relevant departments.A new and innovative design is put in place that eliminates the operational and organizational barriers that impede the work and lengthen the time required to provide the service.This study is a theoretical and applied study prepared to identify the importance of BPR in the development of the higher education sector in Yemen HES as a case study which can be circulated to the countries characterized by bureaucracy and rampant corruption.It could be applied to countries that encourage investment in private education in particular.Through the case study and the study of multiple BPR methodologies,this study presented a new framework for re-engineering.It is suitable for the higher education services in Yemen HES.The proposed methodology was implemented through the study step by step.The proposed methodology is summarized in eight basic phases,they are:the general preparation for BPR,preparation of the most important service required to be re-engineered,analysis of "As Is" mode and the design of his diagrams,the redesign of "To Be" and measuring the level of change,design database,simulation of"To Be",transformation and continuous improvement.In the implementation part of this study,the most important results improve process time by defining a precise process,managing the process,improving efficiency,reducing cycle time and reducing the waiting time,or bottlenecks within the system.The delivery time of Education Qualification Verification Service EQVS was reduced from 969 to 186 minutes also non-value-added activities,Handoff and the entities reviewed by the applicants are decreased after BPR.This study used the method of interviewing employers as this is an important method in the implementation of BPR.Moreover,the results of previous studies questionnaires on the Ministry of Higher Education and Scientific Research MoHESR were used.In addition,the simulation program(ProcessMaker)played a major role in evaluating the validity of the implementation of BPR.
