Education is the foundation of a country.Promoting the balanced development of compulsory education and realizing the integration of urban and rural education.The influence of rural compulsory education is wide and the proportion is very important.It is not only the weak link of compulsory education,but also the key link.The key problem of Chinese education is in the countryside.Do not solve the problems of rural compulsory education,promote the balanced development of education,the integration of urban-rural education is an empty words.So,in the research of many of the rural primary and secondary school education,we often inadvertently found,teachers in rural schools "outstanding problems exist in the establishment of overstaffed and lack of human",on one hand is the young teachers in rural primary and secondary schools,professional course teacher shortage,many professional courses teaching quality is just passable,even some schools cannot implement the curriculum standard to full open align curriculum;on the other hand it is promulgated in accordance with national standard for primary and secondary school teachers,teachers in rural areas has seriously overstaffed "".So the overall quality of rural teachers is not improved,at the same time,the rural school because of teaching jobs,hired a lot of teaching experience,the teacher from other places,and even individual no teacher certificate of substitute teachers or re-employed teachers.These phenomena have become a new round of curriculum reform in the country,especially the bottleneck of rural education reform,which seriously hindered the healthy development of rural education,economy and society.The study of this topic is undoubtedly of great theoretical significance and practical value for the construction of rural teachers in china.Our study is based on primary and secondary schools in rural areas of Changsha County as the main research object,from the rural primary and middle school teachers"excess and lack of" historical problems and research situation at home and abroad and China's rural schools are generally analyze the phenomenon,analyze the causes of"the phenomenon of excess and lack of people":firstly,the preparation the standard is not reasonable;secondly,rural population is unstable;thirdly,the personnel management confusion;fourthly,is the construction of teachers is not ideal;fifthly,is the teacher treatment problems.The reason why we must through the analysis of the causes,reflect on the influence of "overstaffed and lack of" problems in the development of rural middle and primary schools,because can take countermeasures and reasons to grasp the system of rural primary and secondary school teachers"excess and lack of people" phenomenon of the.Finally found out,can simultaneously resolve from six aspects:one is to optimize the allocation of teacher resources;the two is to strengthen the treatment of rural teachers and the preferential policy;the three is to enhance the level of education,strict supervision of in-service teacher education quality;the four is to improve the teachers' communication system;the five is to improve the teachers' training system;six is strictly the preparation of management.In order to refine and summarize the experiences and lessons on the basis of China's current education under the background of modernization,put forward countermeasures and suggestions to solve the problems of rural primary and secondary school teachers "excess and shortage”.
