Population policy is an important issue that affects the sustained and healthy development of the economy.He Bei Province has implemented national family planning for nearly 40 years since 1978 and the negative phenomena of demographic changes have gradually emerged during these years,mainly reflected in the low level of women's fertility,the reduction in labor supply,and the population problems-the increasingly severe problem of aging and the unbalanced sex ratio of the birth population and the challenges of population development.With these series of problems,Hebei Province,then began implementing the“separate two-child”childbearing policy on May 30,2014.It clearly stipulates the couples no matter which belongs to only child can have two children of themselves.By the January 1^st of2016,the“two children”will be implemented.The fertility policy advocates that each couple can have two children throughout their lives.This means that of the birth policy of HeBei Province has entered a new historical period and has once again awakened the attention of today's society.Which factors affect the level of fertility in He Bei Province?How will the population and structure of our province change after the full release of the two-child birth policy?What is the impact on the economy and society?What problems will the future development of the population face?If we do not have a comprehensive and correct understanding of these issues,it will not only affect the smooth development of related education industries,but also affect the sound sustainable development of the entire society and the harmony and stability of society.Therefore,after the analysis of the full release of the two children,the development trend of Hebei's population should find out the problems faced by the future population development and put forward feasible measures and suggestions.It has very important theoretical guidance and practical significance for the relevant authorities to formulate relevant policy adjustments and supporting measures,etc.Based on the sample survey data of 1%population in HeBei Province and combined with the data of“Five Pu-Pu”and“Liu-Pu,”the status and influencing factors of fertility level in Hebei Province using SPSS statistical analysis software,PADIS-INT population prediction software and EXCEL application software,the future trend of population development,the comprehensive release of the second child birth policy on the economic and social impact and a series of issues were analyzed and studied,mainly to do the following aspects:First,analyze the changes in fertility levels and the factors that affect them.This part is mainly based on the sample data of 1%of the population in Hebei Province and the data of“Five Pus”and“Liupu”.The data on the level of fertility are collected and analyzed.On this basis,the statistical charts,such as:bar charts,histograms,line charts,cone charts,stacked area charts,clustered column charts,three-dimensional pie charts,radar charts,etc.,can be intuitively reflected by the use of statistical charts.Research issues.Combining The method of qualitative analysis with quantitative and adopting complementary methods,statistical analysis was performed using economic statistics software.Secondly,using the sample data of 1%of the population in Hebei Province in 2015 as the basic data and adopting the latest international population prediction software?PADIS-INT?to establish a queue element prediction model.Based on the current status and characteristics of HeBei's population,such as,the past development history of the population,the current fertility level of women of childbearing age,the implementation of new population policies,and various social economy factors,the government formulates three sets of forecasting plans for the later thirty-five years of our the province's population development.It provides a decision-making reference for formulating Hebei's population development strategy and socio-economic development.Finally,after the implementation of the policy of comprehensively liberalizing the two-child period,the analysis of the economic and social impacts will reveal the major problems facing the population development in Hebei Province in the future.For example,the significance degree of population aging,the gradually increasing social support burden,the declining of total labor force population,nearly disappearing of“demographic dividend”,the gradually increasing risk of lower education quality with the gradual expansion of the scale of education,the reducing of women's fertility aspiration when considering the raising discrimination to their employment.In response to these problems,the article proposed corresponding recommendations.This paper makes a detailed analysis and research on the topic by using statistical graph display method,factor analysis,queue element prediction model,qualitative and quantitative methods.
