Hiring college graduates to serve in the village,which is an open source move to strengthen the village cadres and cultivate the backbone of the new rural areas and is an important strategic decision to consolidate the party in the rural governance basis.Since 2008,the policy,selection of college graduates from the central to the provinces and cities,has been developed nearly 20 years.As a cadre construction and elitist training project,how to ensure that college students are willing to go to the village,live do job well,and relocation to other places.They play a role at the basic level,which has become the problem that the whole society think and the relevant departments to solve.On the one hand,nowadays,the knowledge economy is developing rapidly.If college students want to adapt to the pace of social development and lead the masses of farmers to get rich,they must continue to learn and receive training.On the other hand,the promotion of education training is an effective mean to help the lack of practical experience of college students to adapt to grassroots level and competent work.This article takes the college student village officials as the research object and is based on the theory of competency,guided by the theory of adult learning and the transformation of training results.The paper also use literature analysis,questionnaire survey and interview method and research training competency and current situation of the college students in Hebei Province village to analyze the existing problems of training and combine empirical research and competency theory to put forward village officials training strategy of college students based on competency.This study is divided into the following five parts.The first chapter is the introduction and mainly introduces the origin,background,purpose and significance of this research,the research status quo at home and abroad,the research focus,the difficulty and the innovation,and the research design and so on.The second chapter defines the concept of competency and training of college student village officials,and introduces the theoretical basis of this paper.The third chapter uses the questionnaire method and the interview method to carry on the investigation to the research object,and expound the university student village student's competence and the training present situation in Hebei province.The fourth chapter focuses on the current problems of college student village officials training,including the lack of specific training policy support.Training organizations need to expand and training attention needs to be improved.Training content and methods exist problems and training teachers are weak.Training fails to transform effectively.The fifth chapter aims to improve the effectiveness of college students' village training and is based on the theory of competency from the analysis of training needs,the development of training programs,the implementation of organizational training and the assessment of effective training.Four dimensions build training strategies and research will combine theory and practice.
