Research On The Public Service Capacity Upgrade Path Of Chongqing S District's Work-related Injury Certification

The on-job injury insurance system has a long history in western countries.Simultaneously,relevant work-related injury certification has developed and perfected.“Accident Insurance” published by German in 1884 classified several cases of on-job injury,providing legal guarantee for resolving conflicts between labor and capital and saving social costs as much as possible.Our country published “Labor Insurance Regulations” in 1951.After two revisions in 1953 and 1956,we have established our labor insurance system applicable to urban workers in China.On January 1,2004,“Work-injury Insurance Regulations” and “Measures for the Ascertainment of Work Injuries” came into force.For the first time,it was realized legally that laborers are provided with rights and benefits of work-related injury insurance from Labor Law.It also strengthens the exercise of the right,and the protection.On January 1,2011,the exercise of newly revised “Work-injury Insurance Regulations” and “Measures for the Ascertainment of Work Injuries” further standardized procedures of work-related injury certification,and protected interested parties' lawful rights.This paper discusses ways to improving public service capacity of work-related injury certification under the social environment of building a harmonious society.I take S district in Chongqing as an example.Since 2012,the number of work-related injury certifications has increased from 2630.Now the number is kept at nearly 3000 basically every year.The public service level of work-related injury certification is quite low due to structural and institutional obstacles,imperfect laws and regulations,difficult cooperation among departments and e-government's slow development.However,the work-related injury certification has close relationship with right protection of social vulnerable groups and safety of work-related injury insurance fund.If it can't be handled well,it would trigger social instability.Thus,it is an urgent matter for the social insurance administrative departments to deal with applications of work-related injury certification well and quickly.Work-related injury certification should give consideration to fairness,legitimacy and efficiency.This paper analyzes some difficult problems in the certification of S district in Chongqing.And I suggest improving the public service capacity from three aspects: organization development,process development and standard development,to contribute to building up a harmonious socialist society.
