In our country,the development of rural basic education asked for a high quality in rural primary school teachers,the rural primary school teachers continuing education was an important way to promote the quality of teachers in rural primary school,the improvement of the quality guarantee mechanism of the rural primary school teachers’ continuing education could provide guarantee for the quality of rural primary school teachers’ continuing education.Taking Liaocheng city as an example,this study conducted an investigation of part of rural primary school teachers in Liaocheng City with questionnaire survey method,complementary with interview method,and proposed measures to the problem in the the current situation of rural primary school teachers’ continuing education quality,to optimize the guarantee system of rural primary school teachers’ continuing education quality,and played a positive role of improving the quality of rural primary school teachers’ continuing education.This paper is divided into four parts:(1)The first part is the introduction,which mainly introduces the research background,the purpose and significance of the research,literature review,concept definition,research ideas and methods.(2)The second part is the investigation of the status quo of the quality of the rural primary school teachers’ continuing education,collecting information to design questionnaire through literature method,conduct a questionnaire and interview in part of township and the rural primary school in Shandong Province.Finally,making analysis of the data collected by questionnaire by EXCEL.(3)The third part is the analysis of the factors affecting the quality of rural primary school teachers’ continuing education.This part made a in-depth analysis of the investigation results of the second part,and the reasons why the quality of continuing education of rural primary school teachers is not high.There were four main aspects,namely the factors of teachers themselves,the management factors of rural primaryschools,the training factors of training institutions and the administrative factors of educational administrative departments.(4)The fourth part optimized the rural primary school teachers continuing education quality guarantee mechanism,on the basis of the third part,from all aspects of comprehensive consideration.The main contents are as follows: Stimulate the initiative of teachers,the implementation of laws and regulations,reasonable sharing of funds,pay attention to the needs analysis,focusing on the assessment of feedback,multi joint support.
