Relative Efficiency Evaluation Of Land Urbanization And Population Urbanization In China

With the Chinese Economic Reform and open up,the Market economic system was implemented.China's economy has developed rapidly for a long time,GDP increased from 367.87 billion yuan in 1978 to 68905.2 billion yuan in 2015.China has been the world's second largest economy.With the rapid development of economy,the urban space and population structure of China have been significant changed.Because of the greatly expanded of urban space,the original agricultural people migrate to the town.Over the past 30 years,urbanization progress of China has maintained a rapid pace.However,there are some problems in the process of rapid urbanization,such as "the land is valued,but people are despised","the scale is valued,but the efficiency is despised".In order to lead the healthy development of urbanization,the concept of "new urbanization" was put forward in the report of the 18 th National Congress of the Communist Party of China.The report claim the implementation of people's of urbanization to strengthen the quality of urbanization.As the two basic aspects of urbanization,the coupling of land and population urbanization contributes to the rapid development of new urbanization in China.At the same time,It can productively analysis the gap between land and population urbanization through the calculation of relative efficiency that can help to take measures to ensure the good and fast progress of urbanization.Based on the relevant theoretical knowledge,DEA is applied to the evaluation of the relative efficiency of land and population urbanization by combing the literature about land urbanization and population urbanization.The study constructs the BCC model and the CCR model to evaluate the relative efficiency of land urbanization and population urbanization by using land urbanization as the input factor and population urbanization as output factor.Based on cross-section data,the relative efficiency of land and population urbanization in 31 provinces in 2015 was calculated,and the gap between them was quantitatively evaluated.The article has carried out projection analysis on DEA ineffective provinces to determine the investment value of the urban construction land when the relative efficiency of land urbanization and population urbanization reaches dea fficiency.Then,based on the panel data,the Malmquist index method is used to evaluate the relative efficiency of land and population urbanization of 31 provinces and cities in China from 2005 to 2015.This paper analyzes the dynamic process of relative efficiency quantitatively,and then analyzes the factors restricting the development of land and population urbanization.Finally,the study advices some policy suggestions to promote the relative efficiency of land and population urbanization from the perspectives of land system,household registration system,fiscal and taxation system,local government performance appraisal system and industrial structure optimization.
