Study On Strategy And Path Of High Level University Construction Of Gansu Province

The first-class universities play a very important role with the commission of raising up a country,renewing a nation,upgrading a society,reviving an industry and promoting cultural prosperity.As the economy in our country is in new normality under the background of innovation-driven strategy to step up mass entrepreneurship and innovation,either first class universities or disciplines are to be more outstanding for their strategic positions and basic functions in supporting and leading social economic development.In October 2015,the State Council Issued the Overall Plan for Coordinately Advancing the Construction of World First-class Universities and First-class Disciplines,which is a major strategic decision made by the Party Central Committee and the State Council that Standing at a new historical starting point to promote the development of high-education,enhance the national comprehensive strength and the ability of future development.In July 2016,the People’s Government of Gansu Province issued the Implementation Plan for Advancing the Construction of High-level Universities and First-class Disciplines,officially launched the construction of High-level Universities and First-class Disciplines.The thesis elaborates the research background,importance and situations of constructing first-class universities and disciplines in deferent levels,namely,world,state and Gansu province about its concept,analyze national and the entire province higher education development approaches and ways with the basis of theories and policies concerning public goods or public service theory.Introduced the national disciplinary evaluation of 6 kinds of evaluation system about first-class university and the first-class discipline at home and abroad,And the construction history and experience of some of the best universities in the United States.The macro background,assessing system,individual cases and construction experiences are also discussed through accounting the relationship between university and disciplines,first-class university and first-class disciplines so as to analyze the problems and reasons insufficiency faced by Gansu Province.It is also aimed to demonstrate the approaches and ways of the guiding ideology,construction goals,basic principles,key commissions,implementation procedures and supporting measures of high-level universities and first-class disciplines construction in Gansu Province.
