China’s community education government behavior is constantly changing,advancing with the times,with the different times,the level of economic and social civilization to enhance the level of its corresponding changes have taken place.As China’s public management from the "government management" to "social governance",government behavior continue to reform and innovation.Based on the theory of public governance and the theory of civil society,this paper analyzes and analyzes the government behavior of community education in our country.This paper analyzes the present situation,problems and causes of the behavior of the community education government in our country,and analyzes the current situation of the community education government behavior in our country.On the basis of the research progress and the insufficiency of the research,in the existing problems raised by the improvement strategy.Specifically,this paper has five chapters,the research content is as follows:The first chapter is the introduction of the paper.In this part,this paper introduces the research origin of the community education government behavior,the research progress and the insufficiency,the goal and the significance,elaborated the research method and the innovation used in this paper.The second chapter is the definition of the relevant concepts and the foundation of the theoretical basis.The paper defines the core concepts of community education,community education government behavior,government management and social governance.This paper expounds the post-administrative omnipotence theory,public governance theory and civil society theory as the basic theory of community education government behavior,and affirms the role of community education government behavior.The third chapter analyzes the state of government behavior of community education in our country.China’s community education government behavior should be combined with the advantages of domestic and foreign experience based on the construction of an effective model.Community education Government behavior should be to guide behavior,planning behavior,service behavior,coordination behavior and monitoring behavior,respectively,for community education to develop laws and regulations,the implementation of action planning,to provide public goods,to encourage active participation of multiple entities and supervise their benign operation.The fourth chapter analyzes the status,problems and causes of the behavior of community education in our country.At present,our government has deepened the policy system in community education,organized the practice activities,provided the public service,formed the co-ordination mechanism and built the supervision and evaluation.In the process of community education in our country continue to move forward in the process,the problem also followed.Such as: policy to promote the lack of legal protection,community education activities are not prominent features,weak supply of products is not strong,the government-led third-party strength is weak and dimension of a single assessment systemand so on.The reasons for the existence of government education in our country are the lack of specialized legislation at the national level,lacking the bottom-up power mechanism,the lack of sound market participation mechanism,the lack of social organization reform and the lack of reasonable supervision and evaluation mechanism.Chapter 5 puts forward the improvement measures of the government education behavior in our country.Through the establishment of national level of specific legislation,a clear community education strategic position;through the establishment of multiple collaborative governance model,reshape the role of community education government;through the establishment of an effective service-oriented government,improve community education and management capacity;through the establishment of social organization security mechanism to enhance the effectiveness of social organizations and public trust;through the establishment of multiple participation in the supervision and evaluation,to ensure the effective operation of community education.Based on the view from government administration to social governance,this paper examines the behavior of our community education government in the process of change,development,pluralism and dynamic,and confirms its positive and positive role.Theory and the development trend of community education to its problems and make reasons for improvement. |
