High school education is an important part of basic education. It plays a connecting role between compulsory education and higher education. High school education is directly related to the popularity of compulsory education and the healthy development of higher education.In November 8, 2012, Hu Jintao's report at 18th Party Congress proposed: "We should develop preschool education, promote balanced development of nine-year compulsory education, make senior secondary education basically universal, accelerate development of modern vocational education, and bring out the full potential for development of higher education. We should actively develop continuing education, improve the system of lifelong education, and build a learning society." In order to implementing the spirit of 18th Party and promoting scientific development of education, the ministry of education developed a focused program of work about high school education. Such as convening meetings to promote high school education diversification evolvement, formulating guidelines for the development of high school students and high school general education thematic programs. As the capital of Heilongjiang Province, Harbin has made progress in high school education reform and development in some degree so far. However,in terms of opportunities,output,investment,guarantee and equity in education, there is a deep gap between Harbin and other cities of this country. Accordingly, there is great significance to evaluate the development of high school education in Harbin, to seek out the issue in the education system, to put forward the proposals and suggestions for promoting a better advance of high school education in Harbin.First of all, the study on high school education both home and abroad has been comprehensively elaborated on in this paper. Secondly, by means of processing the related data, general situation, the change, opportunities and challenge of development of high school education in Harbin can be analyzed in the aspect of opportunities, output, investment,guarantee and equity in education. Based on this, an evaluation index system for the development of high school education in Harbin has been constructed consisting of opportunities, output, investment, guarantee and equity (between urban and rural areas) in education. After that, methods of index system's weighting calculation can be teased apart to find their advantages and disadvantages,where the decisive "entropy method" comes from,then according to the evaluation index system based on collecting data by questionnaire investigation, the development of high school education in Harbin has been evaluated comprehensively and the evaluation results can be thoroughly analyzed. Finally, on the basis of the empirical conclusion, suggestion related to enhancement of better development of high school education in Harbin has been put forward.
