Small-micro culture enterprise plays an important role in promoting employment of university stu dents,encouraging technological innovation and meeting the need of college students and other pe ople's spiritual and cultural life.For its profound cultural and technological forces,universities ha ve a particular advantage in the making of such enterprises.Therefore,there is special significance for universities to explore practical approaches.By studying the development of small-micro cultural business incubator enterprises in Shanghai O cean University,the research tends to draw a road proposed for the development of small-micro cu Iture enterprise,in particular for contemporary Chinese university business incubator.Through thi s research,we found that before the focus of incubator project are mainly the guide of policy and b onus for starting new business,while ignoring the entrepreneurs themselves a huge role in the entr epreneurial behavior.This paper argues that,with the unique advantage of university education,a project-based system,providing the incentive for entrepreneurs and support,should be shifted to a people-oriented one,student work and entrepreneurship education should meanwhile play bigger role in entrepreneurial behavior.The paper takes a combination of text study and empirical research.Sections of introduction and p olicy analysis of this paper is mainly based on the text study.The third chapter,incubation system for Shanghai Ocean University,is based on the text study,combined with analysis of cases.Chapt er ? is entirely based on questionnaires,interviews and case studies of empirical research.The fi nal chapter conclusions are to review the full text and put forward some relevant policy recommen dations based on the article view.
