With the development of globalization,all countries in the world getting more attention to education development,also in China and Thailand are actively developing higher education.Because of higher education is an important part of educational,the basic function of higher education is to cultivated the high-quality talents for the social,it is only through an effective teaching management process can meet the needs of nowadays social needs for personnel training,but however,the current teaching management of universities is facing new problems and challenges,such as teaching management is lacking flexibility;traditional teaching concepts are not apply for the new era of economic and social development,etc.,therefore,it is necessary to construct and perfect the teaching management mode in universities.This research started from the angle of infrastructure of teaching management,by using China and Thailand universities'teaching management mode as the object of study,mainly using the literature analysis method and comparative analysis method.In addition,specifically taken China and Thailand universities' public administration major as case study for analyse China and Thailand universities' basic construction of teaching management that including enrollment system;educational system;teaching staff;training objectives;teaching plan and teaching method.Through the comparative study of the higher education teaching management mode,has found Thailand's teaching management of Public Administration major exiting a lot of problem,such as training objective and the social needs is not coordinate;teaching methods are simplistic;lack of graduation internship.Hence,there is need teaching management staff and the related apartment to improve in time.On the contrary,although there are still some problems in the teaching management mode of public management in China,such as the administrative management model emphasizes too much administrative authority and centralized management,which makes the teaching management process lack flexibility;The credit system management model is not perfect,and the public elective course credit is very small,it cannot meet the diverse needs of students.However,in recent years,Chinese universities have been aware of the above problems,and have improved teaching management,and gradually move toward internationalization,At the same time,Chinese scholars have studied and analyzed these problems and put forward a lot of countermeasures,university administrators are also constantly optimizing,therefore,the experience of teaching management mode in Chinese universities is worthy of reference in Thailand.
