Basic education information is an important part of our national information planning,and the focus of education information.In recent years,with the support of the relevant national policies,our national basic education information development is better,and achieved good results.But in the process of construction has exposed some problems,especially the regional development is not balanced,which not only affects the sustainable development of basic education information,but also hindered the balanced development of educational information.Therefore,the study of the basic education information regional development of the differences is discussed,and the mechanism of regional differences formation is analyzed,and the countermeasures to narrow regional differences are put forward accordingly.This not only can enrich the theoretical research results of basic education informationization,but also can reduce the regional differences and promote the healthy development of basic education information has practical significance.Based on the research results of the domestic and foreign related literature about regional basic ICT evaluation,this paper uses the relevant concepts and theories of pedagogy,System theory,Informatics,Regional economics,and the method of the Teller index and Variance decomposition to analyze the regional difference of the information development of basic education in Hubei province.The main work of this paper is as follows:firstly,the paper summarizes the domestic and foreign related literature about regional basic education evaluation,and the theory and method of basic education informatization evaluation.Compared with the current situation of the development of basic education information in Hubei Province,the status quo of research,basic on the construction of basic education informatization to determine the level of information technology development index system.Secondly,using the method of the Teller index,which calculates the regional difference of informaion of basic education in Hubei Province and each region,and compared the influence degree of difference between region and regional in the total difference.Thirdly,using the method of variance decomposition to quantify the disparity between the informationization of elementary education in Hubei Province and each region,and compare the situation of regional development differences from two aspects of the level of development and the degree of development difference.Fourthly,it summarizes the main manifestations of regional differences in information education.This paper summarizes the main causes of this difference from the concept,system and construction level,and puts forward the policies and suggestions to narrow the differences in the development of regional basic education information.The results show that there are differences in information development of basic education in vatious in Hubei province.In terms of the level of development,Wuhan has the highest level of economic development as the representative of the economic development of the strongest followed by Hubei,and Enshi on behalf of the poor economic development of the region is weak.In terms of degree of difference,the differences between eastern and western Hubei are mainly caused by the differences in the development of local cities,and the development differences in the central Hubei are due to the differences in the development of the counties within the region.At the level of dimension,the regional differences in the basic education information are mainly reflected in the application service and application efficiency.The regional differences between eastern and western Hubei are mainly manifested in two aspects of application services and infrastructure,while the central area of HuBei is manifested in digital resources and application service.
