This paper takes Heze County,District of rural primary and secondary schools as the research object,based on Physical Education in rural primary and middle schools as a starting point,from the "precise visual education poverty,to implement the" thinner "as the main research content,using the method of literature,field survey,questionnaire survey,expert interviews,data statistics,logical analysis and other research methods,from the policy implementation,teachers team construction,special funds,facilities,construction of sports curriculum development,students' physical health,analysis of the implementation of the" reality to thin "project of the rural primary and middle schools and government are main problems of physical education development,education from the visual performance the rural school physical education,put forward the implementation of" precision education poverty of the restricting factors,and puts forward the rural school physical education "to thin" Path and method for the government to implement the precise education poverty alleviation to provide ideas and reference.The conclusions are as follows: 1,the government implemented rural physical education "to thin" policy schools targeted is not strong,"one school,a school planning scheme" policy implementation is not complete,thin change effect is not ideal;2,the county school recruits pipe reform and the penetration rate is low,principals,education teachers exchange rotation is not smooth,affected the progress of the construction of "sports teachers to thin" rural primary and secondary schools;3,rural primary and secondary school teachers recruitment methods lack of flexibility,by making the "rigid" constraints,affected the enthusiasm of college students majoring in physical education for rural primary and secondary school physical education teachers;4,government reform thin "sports venues,equipment and special construction funds by many factors,not to play its due role;5,the construction of physical education,information resources platform for sports curriculum and school-based sports development is not enough,influence The "thin" quality;6,the current "thin" supervision,weakening the role of supervision,affecting the "thin"responsibility to implement.
