Research On The Management Of Scientific Research Funds In H University

China's colleges and universities undertake the dual task of education and scientific research.The country has input more and more scientific research fund into colleges and universities.When the colleges and universities are trying to fight for the fund management,they shall also fulfill the management of scientific research project funds.In the past,the main income source of colleges and universities was the income of educational business,while at present,the income structure is diversified,especially,the undertaking revenue of scientific research takes up a great percentage.The scientific research project has complicated categories,classification is not clear,which makes it difficult for the management.The organization structure is unreasonable,appears as everyone goes his own way,the process of management is not clear,and appears as the service efficiency is low.It can be seen that the scientific research fund management of colleges and universities plays a vital role in the future development of the school.If the use and management is not in place,the social recognition of colleges and universities may decline accordingly,and it will impact the long-term development of the school.This article collects and analyses the existing scientific research project funds management of documents and regulations,combing the current duties and powers of the scientific research project funds management and listing the file spirit of scientific research funds management and the four phases of the management process.It analyzes the problems existing in the management of scientific research funds in Colleges and universities,which are from the project management of scientific research,the budget system of scientific research funds,the funds allocated to account and so on.This paper analyzes the profile of the management of scientific research funds in H University,namely,income,expenditure,management processes and the update of the management system.From the point of view of organizations,the departments do their job,but in terms of its considerate service and efficiency,there are still some problems.This article uses the questionnaire survey method to obtain one hand data,carries on the reorganization and the statistics to the survey data,discovered the present situation of scientific research fund management in H university.In order to obtain more intuitive useful information,this article uses of field interviews to interview some representative respondents,which provide reliable information for the later analysis.In this paper,the organization,management system and management process are as the core content of the interview.According to the content of the respondents are summarized in three aspects:the problem existing in organization,the problem existing in the management system,the problem existing in the management process.The environment which impact optimization of H university research funding management includes the external environment and its own environment.According to the four principles to improve the research funding management,ensure that the school's scientific research activities to carry out a virtuous cycle.This paper recommends that the school improve the organization management,improve the management system,using information technology to improve the service process.At the same time to do other management:strengthen the exchange and introduction of talent in the scientific research,use enterprises and run enterprises to realize the transformation of achievements in scientific research and so on.H University shall use and manage the scientific research fund reasonably based on the above suggestions,create good and healthy scientific research atmosphere,so as to improve the efficiency of state fund input,guarantee the rational allocation of state-owned resources,and improve the scientific research level of researchers.
