To promote a balance in urban and rural education, the present development of rural small schools(RRS) switch from "Withdraw small schools and merge them into large ones"to "Preserve and develop these small schools". In the framework of Educational Informatization,modern distance education technology provides a new perspective for the development of the RSS, aiming at solving the shortage of teachers, promoting its sustainable development, and enabling RSS to set up complete and good quality courses.Tongshan county in Hubei province has created a new teaching model named "Online education model connecting urban teachers and rural students", trying to put educational information technologies into the practice of approximate to reality teaching environment similar, promoting the balanced allocation of teachers and teaching resources at two levels: quantity and quality. Hence, can this model solve the problems RSS encounter? Is it more in line than other models with the development of RSS? What are the problems in the practice and how to solve them? These issues need to be investigated and evaluated.This paper describes the current situation of the development of RSS and probes the problems faced by the RSS. It mainly describes the in teaching with the shortage of teachers. In order to find out whether the new model improves the teaching quality of rural in Tongshan county, the author surveyed four RSSs, having conducted an in-depth investigation about all aspects of the teaching model based on the combined methods of questionnaire and interview survey.The details are. as follows:Firstly, the introduction constructs the theoretical framework by reviewing the research about the RSS, the integration of modern educational technology and RSS. Then it defines three core concepts: Rural small schools, "Online Education Model connecting Urban Teachers and Rural Students", the balanced development of urban and rural education. It also gives a detailed presentation of the study's methodology and the content of research.The first chapter looks into the policy of promoting the development of RSS in China,pointing out that the introduction of information technology provides a new approach for the development of rural education. Then it analyzes several modes of applying modem educational technology to RSS,and compares the effects of traditional method and the new method.The second chapter elaborates the "Online education model connecting urban teachers and rural students" in Tongshan county. This is the new model created there under the condition of scattering students and poorly developed rural teaching points.Through synthesizing the implementation of this model, the study exposits all the procedures from management to practice. By comparing it with other education models,we can get to know its advantages and significance.The third chapter conducts descriptive and analysis the statistics based on the questionnaire survey to the students of RSS in Tongshan county. On the other hand, the study has obtained the views on this new mode through interviewing the lecturers and assistant teachers.Based on the above mentioned questionnaire and interview, the forth chapter summarizes several key factors affecting the teaching quality and then puts forward some targeted solutions to these problems. Summarizing this new model, the conclusion proposes the thoughts on further study and the improvement of this new model.
