Mathematical literacy was first proposed by foreign countries, Since its birth, it has been in the "transcendent and mysterious" status. On the one hand, mathematical literacy is placed in a very important position, it seems where to see it appear——The researcher has a soft spot for it, the front-line teacher is very respected by it, and even more in one fell swoop "quality education reform key" of the throne. On the other hand, so far there is no uniform definition of mathematical literacy, and mathematical literacy corresponding follow-up measures, research and so did not improve. Some people think that mathematical literacy is a combination of multiple components,some people think that mathematics literacy is the "ten core concepts" put forward in the curriculum standards of mathematics in our country, some people think that mathematical literacy is obtained in practice......everyone's opinion is different,this is bound to lead to a phenomenon is the"mathematical literacy" slogan shouting but not implemented and the front line of teachers on the connotation of mathematical literacy ambiguous, each act according to their own ideas.So what is the mathematical literacy in the end? How to train the math quality of primary school students? In general, a new concept of systematic, integrity and scientific,etc. need to be considered, so relatively speaking, it is easier to draw on other more successful precedents or make appropriate changes. This study is mainly about the cultivation of primary school students' mathematics literacy, but not a broad talk, is based on the "Programme for International Student Assessment" (referred to as PISA)mathematical literacy evaluation analysis, to explore the direction of the Chinese students for the cultivation of mathematical literacy direction of inspiration.PISA is well-known as The World Cup of Education, which originated in the developed countries to reflect on the quality of education. The National Department of Education Organization in members of Economic Co-operation and Development(OECD) dispatch outstanding representatives to constitute PISA Project Council. They conduct cooperative research on evaluation for the reading literacy, mathematical literacy,scientific literacy, including OECD member countries with some other countries and regions. Regions in China participating in this project contain Shanghai, Taiwan, Hong Kong. In general, in terms of configuration, PISA set a number of national experts to jointly develop PISA evaluation, when it comes to the definition of mathematical literacy,the valuation of mathematical literacy dimension, the development of the evaluation framework and the division of question difficulty levels, PISA has a strict development process which leads its high reliability and Validity recognized by the education circle. In the testing process, the sample selection, the test and measurement of the organization,the analysis and report of evaluation results, analysis of the reasons all have a strict check.This is why PISA can provide guidance for international education reform and exchange successful experiences from all over the world,recognized by the whole education circle.PISA stimulates the performance of students in the mathematical literacy through examination questions. During the complete process of transforming problem in the real situation of into mathematical models and relations, the application of mathematical knowledge and skills, ideas and other design solutions to solve the problem, finally express the results in mathematical language, PISA is able to judge the mathematics literacy level of students. Therefore PISA mathematical questions must have integrated the identification of mathematical literacy, the requirements of mathematical literacy and so on. In reverse, by analyzing how PISA can help students express mathematical literacy in mathematics questions and how to identify mathematical literacy it can provide a new thinking way for us to develop a new understanding for the mathematics literacy. This point of view enlightens us about how to cultivate students' mathematics literacy in teaching process. This is the innovation of this studyBased on the all-dimensional analysis of PISA and compare it with the current mathematics curriculum standards in our country, combining with the current situation of mathematics cultivation of primary school students, the author draws the following conclusions: in order to cultivate primary school students' mathematics literacy, we need to teach students regard Things using mathematical perspective, including help students understand the mathematical ideas, accumulate experiences in mathematics activities,pay attention to the creation of the problem situation. On the other hand, the cultivation of mathematical literacy should have a more systematic theoretical support, transmitting attention on knowledge to ability and building diversification evaluation including the combination of quantitative and qualitative assessment.The shortcomings of this study are that the author failed to conduct comparative analysis for PISA evaluation in 2012 with other years due to the limited time. We hope we can complete it in the future study.
