The Preliminary Study On Construction Of Campus Football Supervision System In Wuhan City

In recent years,youth campus football has been highly valued and vigorously supported by the government at all levels,which widely carried out in the country and has made considerable progress,showing a good momentum.Wuhan City as the first batch of campus football reform pilot cities,the development of campus football has also made significant achievements.Youth football training,competition,teachers constantly improve,but the problems in the development process of can not be underestimated.These problems will erode the soil of the development of campus football,affecting the implementation of campus football-related policies and objectives.Therefore,we must have a reasonable and scientific supervision system for the campus football activities strong regulatory constraints.[1]This paper takes the campus football supervision system of Wuhan City as the research object,and starts from the construction of the scientific and effective campus football supervision system,and investigates the current situation of the campus football activity in Wuhan City.On this basis,the paper analyzes the existing problems of campus football supervision in Wuhan:(1)The study found that since carry out the campus football,Wuhan campus football has been popular,the vast majority of campus football school to carry out the class league and inter-school league,most of the school leaders also pay more attention to the development of campus football.(2)The study found that in the Wuhan campus football supervision,there are not clear supervising subject,lack of administrative supervision,poor media supervision,self-discipline,bad rules and regulations,the legal system is not perfect.(3)Research shows that the regulatory body in the regulatory system should contain the government,the media,the school,the judiciary,clear responsibilities,mutual cooperation.In the mode of regulation include: administrative supervision,judicial supervision,media supervision,self-regulation.Aiming at the problems existing in the current campus football supervision system,on the basis of consulting the relevant literature and expert interviews,this paper puts forward the construction of the four-in-one campus football supervision system,which is composed of administrative supervision,legal restriction,media supervision and subject self-discipline,and put forward specific construction path:(1)All kinds of regulatory bodies have their limitations,all kinds of regulatory methodshave their advantages and shortcomings,we should establish a joint supervision of the regulatory mechanism,clear their duties,and establish the government,the judiciary,schools,media supervision organic system cooperate with each other in every aspects.(2)Combined with a variety of ways to strengthen the process of comprehensive supervision.Campus football supervision is a dynamic process of supervision,at different stages,the advantages of different regulatory bodies should be based on the activities of the campus football characteristics,the main active participation in which carry out the real-time dynamic supervision.(3)Improve the content of supervision and evaluation mechanism,establish the campus football regulatory evaluation mechanism.Make an objective and reasonable evaluation to the development of campus football which play play a stimulating,leading role for each activity main body.(4)Establish an Internet-based management network,to achieve real-time management,intelligent,automated.(5)To explore the establishment of third-party regulatory model,by a qualified third party to supervise the campus football in Wuhan.
