| Since the reform and opening up,China’s special education has achieved considerable success.It has formed a mode for the special students in compulsory education,consisting of the special education schools(centers)as the backbone,special students studying in ordinary schools and special education classes as the main body,and the non-government institutions and teaching at home as the supplement.The handicapped students’ problem of receiving education has been greatly eased.However,many problems still exist such as,the quality of teaching and learning in special education schools are far from satisfaction;the education quality for special students studying is unsatisfactory;while the mode of teaching at home has just started and the handicapped students’ desire for better education has not been satisfied.The main culprit is lack of an appropriate corresponding supporting system for the whole special education resettlement mode.Recently,our country has vigorously advocated constructing special education resource classrooms(centers)in order to perfect corresponding supporting system,to break up the exclusiveness and the separation among different schools and institutions,to coordinate different resources such as special education schools,ordinary schools that enroll special students and other supporting institutions,and to enhance the comprehensive development of regional special education.Through investigation method and from the perspectives of business development,team building and supporting system,this article has studied the status quo of special education resource centers in 14 districts and counties in Chengdu,especially field trips to 6 of them have been taken and the issues and countermeasures in the construction and effective operation of district and county level special education resource centers have been deeply researched.This article finds out the major problemswhich are listed as follows: non-standard procedures of construction led to substandard infrastructure;lack of qualified talent and resources restrained improvement of service;insufficient understanding of this issue resulted in their poor implementation.At last,by combining the relevant research and practical experience in the construction of special education resource classrooms and centers,discussing from the perspective of advancing the project in the city,this article puts forward a 211 Improvement Strategy for promoting the construction of district and county level special education resource centers.The 211 Improvement Strategy includes establishing two guidelines of construction for special education resource centers and resource classrooms,building one cloud platform for special education,and completing one regular monitoring mechanism. |
