The Research On University Financial Evaluation Index System

At the end of last century,only 10% of the gross enrollment rate of college students in our country,the education level is far lower than other developed countries,but after the great leap forward development in recent years,China's higher education by leaps and bounds,quickly realized by the "elite education" to "transition and public education".But at the same time,the financial management of colleges and universities is also facing a more complex situation.First of all,with the continuous expansion of the scale of colleges and universities,the rapid increase in the number of admissions,college funding pressures are increasing,the national or local government funding has been far from meeting the rapid growth of the capital needs of colleges and universities.How to increase the sources of funds,strengthen the financial management of colleges and universities,optimize the allocation of resources,has become an important issue faced by colleges and universities.Secondly,the main investment is no longer the past single rely on state funding,but gradually evolved into the national funding,banks,enterprises,social organizations and individual diversification coexist.Therefore,college administrators and information users are more concerned about the actual financial situation and financial information.How to provide them with real and reliable financial information to help them better understand the current situation of the school and the future development trend,to provide them with the basis for decision-making,has become an urgent problem to be solved.It is one of the main methods to set up the financial analysis index system and construct the financial analysis model.It is based on this background,this paper deeply analyzes the research status at home and abroad,the establishment of a scientific and operational university financial analysis index system,and the financial data of five universities in China for example,the description of the new university financial analysis index system.This paper aims to establish a set of index system is more reasonable and perfect,in order to optimize the education expenditure structure and scale,and the way of specification and scope of use of education funds to improve the efficiency and effectiveness of the use of educational resources to comprehensively and objectively reflect the financial outlook,strengthen financial management and provide accurate and reliable decision on the basis of reducing financial risk for colleges and universities.This paper is divided into three parts:The first part is the theoretical basis of this paper.First,this paper research background,review based on relevant literatures at home and abroad,analyzes and points out problems which need further research,so we study the theoretical significance and practical value.Then,the establishment of the theoretical basis of financial analysis index system is discussed,and put forward the theories related to the research needs,including public goods theory,principal-agent theory and stakeholder theory,provides a theoretical basis for the construction of the index system of financial analysis,the next.The second part is the establishment of the financial analysis system.First of all,through the analysis of the existing financial analysis index system of colleges and universities,this paper expounds the problems and shortcomings of the present financial analysis index system of colleges and universities in china.Then puts forward the principles of setting up the index system of financial analysis,and then on the basis of the principles of the existing financial evaluation index as the basis,combined with the actual situation of the current financial analysis of colleges and universities in China,from five aspects of basic ability,operating ability,profitability,solvency and development ability,to design a series of new the university financial analysis index system,and separately for each index in the system and the meaning of the formula are discussed in detail.The third part is the empirical part of this paper.In the establishment of a new university financial analysis and evaluation index system,this paper hopes to use the AHP,the university financial analysis of qualitative index quantitative to quantitative system,the managers can more clearly understand the financial situation,in order to make better financial decisions.In this paper,based on the survey results of experts and scholars from universities,enterprises and institutions,the index weight is re assigned to the newly constructed index system.Then,from the randomly selected five universities as the research case analysis in the fourth chapter the establishment of the new university financial index system as a guide,were obtained from the index data of the five universities,five universities and the financial information for comparison and evaluation,find the advantages and disadvantages of the use of university resources accordingly,put forward opinions and suggestions.At present,the research on the financial analysis index system has not yet been consistent,and there is not a complete set of financial analysis index system,and the lack of industry standards.In this paper,combined with the actual situation of China's colleges and universities,constructs a new set of suitable for China's university financial analysis index system,which not only enriches the content of university financial analysis,but also to other industry units to improve financial analysis index system has certain reference significance.In addition,most of the previous literature from the perspective of the theoretical analysis of the existing college financial analysis index system deficiencies and propose improvements,did not elaborate on the actual application results.This paper mainly adopts the combination of theory and empirical methods,not only build a new efficient financial analysis index system,and combined with the actual financial work,the five universities of financial data,make the user more intuitive and comprehensive understanding of the operation situation of index system.
