"Talent resources are the primary resources," President Xi Jinping emphasized that repeatedly.It's the necessary conditions for the realization of China's dream.Currently Nanjing is responding to the Party central committee by implementing the innovation-driven development strategy,making the role of the first power of innovation,talent resources are the key.Reasonable and effective allocation of talent resources,not only help people make the best use of talent to fully realize the value,but also conducive to motivate talent and enhance the use of talent.Participate in the management and distribution directly by government has been unable to adapt to the new situation.The specialized market intermediaries need to play and improve allocation of talent action,by open and transparent market competition mechanism and adequate flow of talent resources as a support.According to the theory of" Talent city",the current wealth of science,education resources to enhance the number of advantages for the quality advantage,and ultimately provide a strong talent support for regional economic development in Nanjing,a "talent Commando" Heights,to determine whether further Nanjing use and play Yangtze River Delta economic circle function,to achieve urban industrial transformation and upgrading,is the key to create an international talent city.This article takes Nanjing as the research object,uses the talent capital theory,talent flow theory,the background of the development and problems of talent resources working in Nanjing,explains the importance of market allocation of talent resources,and the government and the market mechanism as the main line,makes a brief analysis of the practices and experiences of the advanced region.Finally,according to the actual situation of Nanjing,a number of development proposals are made in the hope of making reference for Nanjing and other domestic cities.
