A Study Of Leaders In Industry-university Cooperation In Korea

As a successful mode of technological innovation,industry-university cooperation has made remarkable achievements in promoting the level of technological innovation,strengthening the efficiency of resource utilization,realizing the complementary advantages and exploring technical innovation and avoiding various kinds of risks.In 1960,Korea had implemented an industry-university cooperation model in high schools and vocational colleges.As we step into the twenty-first Century,international competition gets complicated,a new round of large-scale project Leaders in Industry-university cooperation(LINC)is launched by Ministry of Education,Science and Technology and National Research Foundation in Korea in 2012 in order to achieve government's creating economic vision.170 billion is invested annually in next five years used to improve Industry-university cooperative mode,perfect Industry-university cooperative system,and promote regional innovation capability.The paper has a further research on Leaders in Industry-university Cooperation project with the method of content analysis through collection of factual materials.Firstly,outline of the project is given from three aspects of the overall architecture,strategic layout and implementation plan.Leaders in Industry-university Cooperation project used the “1+1+3+2” framework,namely,one final vision to achieve the common development of local university and industry;one policy goal to have a Leaders in Industry-university Cooperation model in guiding,creating and expanding;three promotion strategies are to expand the scope of funding,to enhance the diversification and characteristics and to improve the sustainability of Industry-University Cooperation;two major training institutions of creative technology and practice.Strategic layout for the construction of Industry-university Cooperation community is divided into four strategies: to create a practice base,to strengthen enterprise education and training,to realize the value of human capital and to construct the enterprise support system.The implementation plans adopt the“system + composition + link” model.Secondly,the study analyzes the implementation subject of the project,the selection results,the evaluation system andthe typical model.51 universities are selected to participate in project in 2012.The evaluation system pays attention to practice and a number of typical Industry-university Cooperation models spring up.Finally,through a systematic study on the project,three lessons are obtained: responding to the needs of society,with remolding the value of university,focusing on evaluation practice to create multi-mode and paying attention to the local development for training practical talents.At the end of the article,according to the development of domestic Industry-university Cooperation,the study draws inspiration from three subjects of government,industry and university.
