The Government Responsibility In The Balanced Development Of Compulsory Education In Nangang District Of Harbin

The thesis applies the public management theory and methods,following the basic spirit of "National Medium and Long Term Education Reform and Development Plan(2010-2020)" and "the Proposal for the Balanced Development of Compulsory Education from the State Council".The research object is the balanced development of compulsory education in Nangang District of Harbin,which is analyzed and investigated by the empirical analysis with the purpose of discussing the issue of government responsibility in the promotion of the balanced development of compulsory education and providing positive suggestions in its strategy for the government.The thesis is divided into introduction,main body and conclusion.In the introduction,it introduces the purpose and research significance of the topic,and summarizes the research ideas,contents and methods on the basis of summarizing the research status at home and abroad.The first part of the thesis mainly explains the related concepts,main contents and characteristics of the government responsibility in the balanced development of compulsory education,and expounds the theoretical basis and significance of the government responsibility in the balanced development of compulsory education.The second part focuses on the Harbin Nangang district as a case,analyzes the status,achievements and experiences,and existing problems of the balanced development of compulsory education in the government responsibility.The third part,which is in view of the existing problems,focuses on studying strategies of promoting the balanced development of compulsory education in Nangang District of Harbin to fulfill the responsibility of the government.Finally,in the conclusion,this thesis summarizes the basic conclusions of this study,and expects to have a further study of this issue.
