The 13th Five-Year Plan(2016-2020)is the critical period for China's colleges and universities to comprehensively deepen reform and accelerate the connotation construction of world-class universities.As one of the leaders in the development of colleges and universities in our country,the subordinate universities in our country play a vanguard and exemplary role in promoting the leap-forward development and connotative development of college physical education in China.Therefore,the subordinate colleges and universities school sports" the thirteen-five-year plan" not only over the next five years affiliated university physical education development blueprint,also has led to the development of university physical education in China.Used by the method of documentary,expert interview and comparative analysis research method,this paper collects and collates the text of 27th China's thirteen-five-year Plan of university Physical Education by studying the relevant documents of the thirteen-five-year Plan of university Physical Education as Object.Based on the retrospection and analysis of its construction achievements during the "Twelfth Five-Year Plan" period,the author puts forward the guiding ideology and general goals,discipline construction,curriculum construction,teachers,scientific research,high-level sports teams,Work and venue construction of these eight indicators as the starting point for a systematic comparative analysis and research,conclusions as follow:(1)During the period of 12th five-year,Affiliated colleges and universities based on the requirements of?national medium and long-term education reform and development plan outline(2010-2020)?and already begun to promote the construction project of world first-class universities and first-class discipline,university physical education also has obtained certain achievement.Relative to school sports development present situation in our country,affiliated colleges and universities sports has been walking in the forefront,played an exemplary role.But still there is a gap,with the first-class school sports requirements.(2)Affiliated colleges and universities attach importance to much starker choices and graver consequences-in planning formulation,in according to the relevant documents and based on the circumstance,on the basis of development of planning the overall objectives of both the firm's guiding ideology,clear and achievable tasks,also have specific implementing path and complete organization guarantee,as the subordinate college sports in the development of "much starker choices-and graver consequences-in" to draw out the blueprint of practical,targeted,seek improvement in stability.(3)at the start of 13th five-year,physical education development in affiliated colleges and universities are faced with the same problem,for example:enhance comprehensive strength of PE course,the high level of scientific research platform to be built,the quality of the scientific research achievements to breakthrough,faculty of aging and youth backbone teachers lack phenomenon needs to be optimized,the scale of the graduate student education needs to improve,subject to fusion,high level sports team development orientation and development need to be clear,the physical health condition of students needs to be improved.(4)More than 89%of the affiliated colleges and universities,and its overall goal is to build first-class university physical education.Sports discipline as an important content of school physical education,first-class universities measures simultaneously,in depend on the advantageous subject,other promote interdisciplinary integration and development,actively promote first-class discipline construction.
