Strategies Research On Constructing Shaanxi Into A Powerful Province In Higher Education Under The Background Of Innovation Driven

Our country is in the crucial period of social reform and economic transformation,innovation has become the main driving force of social development and economic transformation.The innovation driven plays an important role in adjusting the industrial structure,changing the economical mode,increasing the international competitive advantage,and enhancing social development driving force.The higher education is conducive to training Innovative Talents,researching high-tech achievements,producing advanced knowledge and spreading advanced culture,therefore higher education is more and more important to the economy and society.In order to adapt to the stage of the economic and social development and improve the competitiveness of higher education,many provinces have proposed the construction of a strong province in higher education,so that they can use the radiation of higher education to promote the progress and development of all aspects of society.However,the basic theory and practice exploration about the strong province on higher education is still unclear,many provinces are lack of scientific guidance in the process of building a strong province of higher education.Shaanxi province,a recognized province which has abundant resources of higher education,has a strong demand for the construction of Higher Education.Facing the increasingly fierce competition of regional higher education,with strong demand for higher education regional development,how is the situation of Shaanxi province's higher education construction?Is it possible for Shaanxi to realize the"catching up" in the short run and the driving force for the local economic and social development?This is a problem that is widely discussed and exploredBased on the comparative analysis and SPSS statistical analysis,this paper systematically combs the literature about the construction of the province's powerful higher education,defines it's connotation under the background of innovation driven,and from the two dimensions of higher education system inside and outside,from the scale of higher education,the quality of higher education,the support of higher education and the service of higher education to economic society to construct the evaluation index system of a strong province of higher education.Secondly,this paper makes an in-depth research on Shaanxi Province,summed up the achievements of Shaanxi has been in building a strong province of higher education:the government introduced policies to support the construction of strong.higher education;the scale of higher education is moderately expanded;the investment of higher education has increased year by year;Shaanxi private higher education has been greatly developed;the overall level of higher education is in the upper reaches of the country.The gap between Shaanxi and other provinces is as follows:higher education development rate is relatively slow lead to the dominant position of Shaanxi Province is facing a threat;economic strength is relatively weak,so the lack of support for higher education;higher education innovation capacity is weak;local colleges and universities lack their own characteristics.Then,this paper explores the new problems and new challenges in the construction of a powerful higher education in Shaanxi province under the background of innovation driven.The main problems are as follows:the regional distribution of colleges and universities is not balanced;the construction of first-class universities is slow;the construction and management of teaching resources are numerous;discipline structure and regional industrial structure does not match;education funding is inadequate;the ability of innovation and the ability of local service is not strong.For the second time,this paper analyzes the restricting factors of higher education in Shaanxi strong province construction:internal factors such as schools,teachers,students,funds and management system;external factors including economic,political,technological,cultural and geographical environment.In the end,we put forward the effective coping strategies for the objective problems:various types of colleges and universities make use of the regional superiority resources to realize the characteristic development;to strengthen the construction and management of teaching staff,to adjust the subject structure with market orientation,to increase the investment in higher education,to improve the ability of innovation and to serve local ability.
