Under the influence of the concept of lifelong education and learning society,the paradigm of teacher professional development has been impacted,and began to shift from "teacher education "to" teacher learning".This kind of change has put forward higher requirements for teachers’ comprehensive quality,especially the learning quality.In order to better adapt to the development of the times,based on the transformation of society,teachers should not only love to learn,but also know how to learn and learn well,that is,excellent learning quality.In particular,the high school teachers,not only undertake the task of further guidance and development of junior high school graduates,but also shoulder the arduous task of conveying talents to the University and society.To this end,we should keep pace with the times,constantly learning,improve their literacy,set an example,let students emulate,subtle,good quality of learning will be internalized in the heart,outside of the line.On the basis of learning science literacy theory,adult education theory and teacher learning theory for high school teachers to study,expounds the connotation of the concept of teacher learning literacy and elements,constructing teacher learning literacy theory model and evaluation,based on the research and development of scientific instruments.Based on the field investigation of high school teachers in H,X Province,we found that the performance of high school teachers in all aspects of learning is not satisfactory.In the first study for the performance of teachers,lack of learning scientific knowledge,lack of occupation planning and decision-making;secondly in learning methods and ways,performance for the use of technical equipment proficiency is not high,cooperative learning awareness,lack of teaching practice;thirdly,the learning process monitoring and management awareness is not strong;fourth is learning evaluation and reflection ability of teachers in general;finally,the teachers while studying at will and learning value recognition performance is better,but is vulnerable to external interference,while the lack of problem consciousness.On the whole,high school teachers have significant differences in gender,age,literacy classes,subjects,titles and different levels of education;learning time,learning content of high school teachers and literacy teachers has a positive correlation,the purpose of teacher occupation development is stronger,the higher the level of literacy learning at the same time,the experts;teachers’ practical guidance,technical guidance and learning community atmosphere on Teachers’ learning literacy has a positive effect to a certain extent.In view of the problems found in the above research,we believe that the promotion of high school teachers’ learning quality requires the joint efforts of schools,society and teachers.Specifically,the government and the society should perfect the policy,increase the investment of the different aspects,in order to protect the teachers to further enhance learning literacy;the school must reform the management mechanism,to create a good atmosphere for teacher learning;teachers should improve their awareness of learning,to strengthen all aspects of knowledge learning,reinforcement learning new skills.
