The mark adding policy in college entrance examination is based on the uneven education phenomenon caused by the minority education started late,low starting point.The implementation of this preferential policy for minority students is an important part of the preferential policies of ethnic minorities.The implementation of this policy since 60 years ago,provides more possibilities for the minority students enter higher school,to a certain extent,promotes the economic development of the minority education,maintain the national equality and national unity.However,with the changing of social environment and interests subjects,with the exposure of series of the national identity fraud events in college entrance examination,the policy is faced with a lot of controversy and challenge,the value of the policy has become the focus of the scholars.In this thesis,on the basis of the process of this policy developing,making a comprehensive analysis of the current situation of minority college entrance examination policy,to make choice of value,value drivers,value results and value deviation to comprehensive analysis the value of policy.Except introduction and conclusion,this thesis mainly divided into the following four parts,In the first part,expounds the basic concept of minority college entrance examination policy in detail,and analyzes the historical evolution stages of the policy and its review process that based on the theories of education fair and multicultural education,and states the types of our current mark adding policies for minority in national college entrance examination particularly.In the second part,this paper mainly focuses on the economic development of education in the eastern and western countries,and the value choice background of the expansion of colleges and universities,analyzing the value motive and the policy,and points out the necessity of the policy of the minority national college entrance examination.In the third part,analyzing the performance and causes of the value deviation of the policy implementation of minority nationality candidates,and finding out the shortcomings of policy in the implement.In the fourth part,regarding implementation of the policy value deviation in performance,put forward the corresponding implementation strategy of value mode innovation is the power,perfect the system is an important support,multi-party participation is a fundamental way.
