Education system refers not only school education,but also family education and extra education included.The united education space can come into being,only when the 3 styles education develop consistently.In the 21st century,in the background of innovative talents culturing and talents strategy for powerful nation,extra education is emphasized.The extra education in Russia has experienced about 100 years,and owns unique characteristics.Contrasted with adult extra education,children extra education aims at the students in the secondary and lower education.The situation of children extra education in the extra education system is the same as that of basic education in the school education system.In Russia,extra education is not the accessory but treated equally to the school education,and many relevant policies are developed to ensure the children extra education system.This system includes the specific aim,function,operational principles,specialized institution,content,and methods,and also emphasizes its management and teacher's professional development.With the system,not only are the students developed personally and roundly,but also are the technology and consistent education space promoted.In the future,the children extra education will be more concerned in Russia,including financial support,consistency of the whole education system,and teacher's professionalization and talents culturing.Comparatively,extra education in China has not been emphasized:it is treated as the accessory of school education,or after-school tutoring;there exists an obvious difference of extra education between urban and rural areas and among different districts;extra education,school education,and family education are not properly integrated;extra education doesn't get enough support from government;and it is lack of relevant assessment system.As to these problems,by systematically analyzing the extra education in Russia from the aspects of "what","why",and "how",it is noted that:(a)government should guide and suppor't the extra education;(b)the administrate should promote the extra education system;(c)the public should treat the extra education properly.
