Study On American High School Dual Enrollment Program

American high school dual enrollment program is a plan which connects the secondary education and higher education under a cooperative agreement framework.The two sides of cooperation are the school district or high school and post-secondary educational institutions(public and private universities,community colleges).Under this cooperative agreement framework,high school students can enroll into university courses.The dual enrollment program can help to improve the quality of the high school curriculum and provide reasonable references for the reform of the college entrance examination enrollment.The research object of this paper is the American high school dual enrollment program.Firstly,how to construct the depth of cohesion and cooperation between secondary and higher education is discussed.Secondly,how to transfer the credits between high school and college is talked.Thirdly,how to help school to improve high school graduation rates and college enrollment rates which can make students not only get the recognition of university and society and but also achieve life value are analyzed.This study found that:American dual enrollment program which was initially carried out among outstanding senior four and five students in high school,gradually has extended to high school and junior high school students,students who are not in school system,students with learning disabilities,students with physical disabilities within 50 years.This paper focuses on the dual enrollment program in California and Washington States found that the most important factors for the plan is to establish a sound legal conversion mechanism of cooperative relations and effective credit-transfer system.To clear the duties of both parties in the partnership,it should be include educational policy?education fund?curriculum content?teachers qualification;credit-transfer mechanism requires how to convert into,which form and what is the conversion results.
