In the critical period of economic transformation in China,technological innovation is the most important driver of economic growth.The Fifth Plenary Session of the 18th Central Committee of the Communist Party of China emphasized,Innovation is in the core of national development,we should let it become more common in the whole society.Universities play an important role in the National Innovation System.They bear the important mission such as knowledge creation,talents cultivation,scientific and technological innovation,service the society.Fujian is the core of maritime silk route in the 21st century and the pilot free trade zone,regional economic and social development puts forward new requirements on the local colleges and universities of technological innovation,it also put urgent needs to present research on technological innovation ability of Fujian province.So,to evaluate technological innovation ability of Fujian's Universities objectively from different angles will be beneficial to place it right and thus enhance the innovation ability of Fujian province.First,the paper divides universities' technological innovation ability into four parts.Including technological innovation input capacity,technological innovation output capacity,technological innovation environment supporting capacity and technological innovation diffusion capacity.Then we established the initial evaluation index system of universities' technological innovation ability.On the basis of this,we compared and analyzed the detailed index of Fujian's universities technological innovation ability from 2007 to 2013.Meanwhile,we used factor analysis to evaluate Fujian's universities technological innovation ability in the year of 2013.We initially find that the four indicators are getting better year by year,but the universities'technological innovation ability is in the middle and lower levels throughout the country.In order to evaluate the ability objectively,the paper uses the entropy TOPSIS.We adopted rough set attribute reduction model to refine indicators,thus we removed the initial redundancy index.The entropy TOPSIS helps we make a comprehensive evaluation of horizontal and vertical.The empirical results show that Fujian's universities technological innovation ability fluctuates slightly but the overall trend is becoming better in the period of 2007 to 2013.In the East China region,there are large gaps between Fujian and other provinces and municipalities on the universities technological innovation ability.The impact of technological innovation diffusion capacity for technological innovation is the biggest,followed by output and input capability,the environment only plays a supporting role,so the impact of it is relatively minimal.Finally,based on the perspective of the value chain,the paper divides the forming process of universities' technological innovation ability into two phases,technological innovation research and development phase and the technological achievements diffusion phase.We adopted relational network DEA method to evaluate the performance of two phases and then use Tobit method to conduct impact factors.The results show:the average of the overall efficiency of universities technological innovation of Fujian province during the review period was 0.587,with much room for improvement.The overall efficiency is not high,mainly due to innovation diffusion phase.Human resources,financial supports,the agency projects and market economy are factors to some extent,affect the performance of Fujian's universities technological innovation ability.
