In the advocacy of alleviating the burden on students and developing the quality education,the Education Committee of Beijing carried out the plan of after-school activities in primary and secondary schools.The plan is aimed at achieving the full development of students by effectively implementing the after-school activities in primary and secondary schools.The study of after-school activities is different from the researches before.The after-school activities under this study were promoted by government with the help of united social members and organizations.Therefore,the study was focused on this operating system.The valid data and information of the study were collected by exploring the way of fieldwork in some primary schools,and having interviews with teachers from inside and outside of school,volunteers,and the staffs of extramural education,students and parents.To ensure the accuracy and comprehensiveness of the study,some other effective fieldwork information outside of schools were collected through secondary sources.The study finds out there are three main segments of the after-school activity operating system: the guidance of policy,the purchase of service,and the supervision and coordination of activity.The relationship of these three parts is: The departments of government make the policy of implementation of after-school activity,including the aim?pattern?financing?resource integration;Then the department of govern recruit the eligible partners by the form of purchase service according to the requirement of the policy;finally,the staffs of supervision assess the effect of activity,and make the solution of problems in activity.The research appears that the after-school activities come to a good fruition compared with the activities before,however,there are obstinate problems remain.The study interpreted essence of this operating system by the perspective of administrative driving.It's remarkably innate character is to gather the social institutions and members to the group of offering public education service by appropriate introducing the market mechanism,achieving the effective allocation of social resources to make up the shortage of function and resource of govern.According to the characters and the problems of this activity operating system,the study considered that: as one model of implementing after-school activities,administrative driving is not omnipotent.In the implementation of after-school activities,govern should make full use of its advantage of allocating social recourses,and support to the vulnerable areas and schools.It should make the long-term and valid interaction with society and school during the process of administrative driving.Only every participant make full use of its advantage and complement its short board,can they achieve the good effect.
