The Research Of The Local Social Work Service Agencies To Participate In Social Governance

Along with the advancement of industrialization,urbanization,modernization and globalization,social structure,organization form,the profound change of the pattern of interests and ideas,social problem is increasingly complex and multivariate,traditional means of social management has gradually can not adapt to the change of the new social situation,the party and the government actively changing development idea,form the decentralization reform ideas,trying to explore the modern social governance path.In recent years,in order to adapt to economic and social development requirements,meet people's diversified demand,the comprehensive advancement of social work career in Beijing,has initially formed to promote community worker specialization,cultivate social work institutions as the goal,the government purchasing service for support,promoting social work professional talent team construction of social work development pattern.But at present,Beijing run by the local social work service agencies is still in the early stages of the development and the development foundation is weak,the related policy system,management system and system mechanism remains to be perfect,number of social work professionals and ability quality improvement,innovation social management level needs to be promoted.This study closely combined with the current practice,under the background of social governance,non-governmental social work service agencies of Beijing as the breakthrough point,by using the method of qualitative research in Beijing urban area of three different three different institutions run by the local social work service to participate in social governance practice as a case,in-depth interviews organization director-general,director of the frontline social workers,community residents' committees and community backbone,obtain first-hand survey data.From the perspective of "top-down" and "bottom-up" grasp the skeleton of the non-governmental social work service agencies to participate in social governance,delve into the content of the non-governmental social work service agencies to participate in social management and process,clarify the non-governmental social work service with various stakeholders(government,community residents' committees and the community),the interaction between scientific understanding non-governmental social work service agencies in the process of governance and the main contribution of the existing problems,and put forward rational Suggestions to enhance the capability and level of social governance.
