Research On Government Behavior In The Development Of Private Higher Vocational Education In Fujian Province

Since the reform and opening up, Fujian province has been the rapid development of private higher vocational education. But, as with other parts of our country private higher vocational education development, Fujian private higher vocational education in the development process still faces many insurmountable obstacles, urgently in need of the government's efforts. In this context, government behavior of Fujian Province, the development of private higher vocational education in the analysis has important significance to promote the development of private higher vocational education in Fujian.With the same stage of the country the development of private higher vocational education, Fujian Province, the development of private higher vocational education has experienced the denotative development and the connotation type development stage. Along with the development of private higher vocational education in Fujian, the government behavior also presents the characteristics, steadily in the 20 th century, 80 years breakthrough in the system, enrich the 90 years of the rectification of the 20 th century and the 21 st century, government behavior also gradually from control to service, government policy guidance function, the overall planning function, monitoring and support functions to be highlighted.Leading to the change of government behavior in Fujian Province, the development of private higher vocational education in many aspects, overall there are two reasons: reason of national level, namely, ideas change, national macro policy change in Higher Vocational Education and the great leap forward; the second is Fujian level, namely Fujian Province's economic development, the popularization of Higher Education and Fujian Province education system reform.Although the government actively explore the development of Fujian private higher vocational colleges, but there are still insufficient government behavior, is embodied in five aspects:(1) excessive government intervention in private higher vocational colleges, school autonomy is limited;(2) the policies and regulations are still not perfect, the legal status of private colleges is not clearly, policy support is very limited;(3) lack of government financial support, funds for private higher vocational colleges depends too much on tuition, facing financial difficulties;(4) inadequate supervision and evaluation, to promote the private vocational colleges quality improvement Co.;(5) the lack of public service system, private vocational colleges can not enjoy equal treatment in public higher vocational education.Aiming at the shortage of the government behavior in the process of Fujian Province, the development of private higher vocational education, Fujian Province should be in reference to the successful test of developed countries, do a good job in the following five aspects:(1) the accurate positioning of the government in the private higher education function;(2) Fujian Province, the development of private higher vocational education policies and regulations to improve;(3) strengthen, Fujian Province, the development of private higher vocational education funding support;(4) to strengthen the supervision and management of Fujian Province the development of private higher vocational education;(5)Fujian Province, the development of private higher vocational education public service improvement.
