Illuminating as heavenly galaxy, Chinese culture has a long history, which have rich resources of national culture art. In the process of art teaching, we can put these different areas in the unique national culture into the teaching. Blunt, the application of local art resources in the elementary school fine arts teaching, is the use of the region’s rich and colorful art resources in order to develop the teaching. In Hunan province in the north of Yiyang city is an attractive place for many ethnic minorities,with a very colorful ethnic art resources, thus the author put forward this topic.In this paper, the scope of investigation in Yiyang county township of rural primary school, through the pupil and questionnaire investigation, interview and other forms of arts teaching research. To this, the author deeply understand the Yiyang local art resources in using the limitations of the elementary school fine arts teaching, from the school of fine arts curriculum emphasis, teachers’ teaching mode,students’ understanding of the fine arts curriculum, and parents attitude towards art courses and so on has carried on the brief analysis. Results show that, due to the lagging economic development and limitation of teachers’ cultural level and the local art resources ignored, township and village elementary school fine arts teaching way is still single, didn’t make full use of local art resources. Ming oiled paper umbrella as a local representative folk art, applied to the teaching of fine arts, can enrich the local fine arts curriculum content, the advantage of local resources and Yiyang region. For these problems and the advantage of local art resources, the author puts forward the local art resources of school-based curriculum development plan. This kind of art teaching method can make the Yiyang native art culture more attention by the students, as well as to a certain extent, the traditional exam-oriented education of fine arts teaching form a breakthrough.
