Study On The Development Of Baoding National University Science And Technology Park From The Collaborative Innovation Perspective

University Science and Technology Park embodies the high-quality intellectual resources and scientific research achievements of the universities. It is a platform for business incubators and industrialization of research achievements. The success of Stanford Research Park has opened up a new model which combines the universities and industry, attracting the world's attention for the University Science and Technology Park. China's University Science Park followed the pace of economic globalization, together with the development of the times. The identifying and building of National University Science Park in our country is due to the following demands: on the one hand, it is the need of the university reform on IndustryAcademia-Research. On the other hand, it is the demand of the trend of “mass entrepreneurship and innovation”, to innovate the entrepreneurial business incubator, and the training of talents and personnel. The Coordinated Development of Beijing, Tianjin, Baoding, is both opportunities of development and more challenges of competitions for National University Science and Technology Park in Baoding. This paper attempts, from the perspective of collaborative innovation, explore the development characteristic and problems encountered of Baoding National University Science and Technology Park, which have some significance for the construction of Baoding National University Science and Technology Park and the innovation of Industry-Academia-Research in the universities.This thesis, based upon a review of documents and interviews, takes the Industry-Academia-Research of Baoding National University Science and Technology Park as the major theme. It analyses the basic concepts and theories of University Science Park and sums up the development process and policy environment of University Science Park, in order to have an overall understanding of University Science Park. Based on the field research, it makes an analysis of the development model and features Baoding National University Science Park. By taking the actual situation of Baoding into consideration, this paper also points out the disadvantages of Baoding University Science Park regarding the collaborative development, the entrepreneurial business incubator, scientific and technological achievements, brand building and personnel training management. In writing the paper, the incubator theory, coordination theory and the theory of triple helix are adopted. Meantime, by drawing on the experience of other universities and taking the Collaborative Development of Beijing, Tianjin and Hebei Province into consideration, it makes the proposition that by taking advantage of the complementary function of different universities, the collaboration among colleges and universities, local governments, and enterprises should be strengthened, the flagship brand should be created, the personnel training and incentives mechanism should be established. We hope that this proposal can promote a faster and better development of Baoding National University Science Park, which will vigorously serve the local economy and education.
