Research On Roles And Funcations Of University In University Science Park

By reason that "2011Plan" was put into force, Collaborative Innovation between the "Government-Industry-University-Institution" is given the historic mission, as well as the community and the academia begin to pay attention to the situation that university play an important role in Collaborative Innovation. Relying on university, as a bridge and a link between government, industry, university and institution, University Science Park is an existing Collaborative Innovation platform. This paper aims to study the mechanism of Collaborative Innovation between university and University Science Park, and to find its problems. After that, the paper provides suggestions for the future development of Collaborative Innovation of University Science Park platform in Mainland China.By combining case study method with comparative approach, this paper studys six cases containing three types in four coutries and one region—United States, the United Kingdom, Japan, France and China Taiwan, thus sums up the roles and functions of offshore university in different types of university science park. Based on the literature analysis, the paper studys on the interaction between a representative university in Mainland China and its University Science Park. And then, via face-to-face, the author interviews a manager of University National Science Park of Zhejiang Province, and the deputy manager of Zhejiang University National Science Park, to know actual developments. Combining Tus Park with these ones, the paper explores the status quo in overall Mainland China of Collaborative Innovation between universities and University Science Park, and finds problems and their root causes. Finally the paper reconstructs University Science Parks in Mainland China and redefines their roles and functions of universities in University Science Parks, and then puts forward some suggestions on the promotion of Collaborative Innovation between university and its University Science Park in Mainland China in future.This study has several findings:(1) Offshore University Science Parks are divided into three types—University Leading, Government Leading and Market Leading. And universities play different roles in these three types of University Science Park, and play different functions, in which the interaction bewteen University Leading University Science Park and its university is the best one, and ones of other two have a lot of problems.(2) the overall University Science Parks in Mainland China are in starting stage, and they commonly use "three-class four-level" organizational structure of management and operation, and their types are same as offshore University Science Parks.(3) Technology transfer, discipline construction and entrepreneurship education are three ways in Collaborative Innovation between university and University Science Park in Mainland China.(4) The Collaborative Innovation interaction between university and its Government Leading University Science Park in Mainland China, one between university and its Market Leading University Science Park in Mainland China, appear some problems, specifically in the orientation and positioning, system and mechanism, supply and demand, services and culture.(5) In order to promote Collaborative Innovation, University Science Park should be positioned as "2011Collaborative Innovation Base"."Base" and "2011Collaborative Innovation Center" belong to "2011Plan" Collaborative Innovation system; University Science Park and University Science Park should form "University Science Park Cooperative Innovation Alliance"; University Science Park in Mainland China should be replaned to establish "Collaborative Innovation Body" development mode,"University Group" leading mechanism,"University Science Park Management and Operation Company Limited".(6) University will play different roles in the different stages of University Science Park. In the starting stage, university is a "sponsor"; in the development stage and mature stage it plays a "booster"’; in the decline stage or when the University Science Park encounters great difficulties, it is as a "coordinator".(7) Apart from existing functions, University should encourage to University Academic Entrepreneurship, boost Park service, and nurture an Innovation-Entrepreneurship culture in the future development of University Science Park.
