| Since its reform and opening up, China’s private higher education has played an essential role in China’s higher education. However, with the economic development, college enrollment expansion and deepening of education reform, many system and institutional problems have occurred in the development of China’s private colleges. In the process of the development of private colleges, whether the external governance structure is perfect and reasonable has an increasing influence and restriction on the development of private colleges. Taking the above issues into account and aiming at China’s national condition and development status of China’s private higher education, this paper analyzes the problems and the causes of the external governance structure in the development of China’s private higher education with the methodology of literature analysis and comparative analysis. At the same time, this paper proposes the measures to improve the external governance structure of China’s private higher education, i.e., reasonable positioning of the government’s role and functions, introducing market management mechanism, increasing social participation, and developing intermediary organizations in China’s private higher education. In this way can we construct a government-oriented, private college-centered and social main body-participating external governance structure, perfect the external governance structure of China’s private colleges, clear and optimize the roles and positions of government, society, market and private colleges, promote the reasonable balance among China, society and colleges as well as establish the cooperative system among the government, market, society and private colleges. Making code of conducts and realizing the common interests on the basis of reasonable resource allocation and power sharing will promote our private colleges to face the market and society, to maintain healthy sustainable development and to contribute to the development of China’s higher education and economic construction. |
