Article is divided into four chapters, the first chapter on the basis of the analysis selected topic background and research significance, this paper introduces the emergency and the present research on the mechanism of emergencymanagement of primary and secondary schools, and in reference to absorb the beneficial ingredients, on the basis of scientific summary discussion on emergency management of primary and secondary schools of the latest theoretical achievements. The second chapter, starting with the concepts and basic features of the emergency, primary and secondary schools emergency, emergency management of primary and secondary schools, and anglicizing the theoretical basis of emergency management,in order to provide a strong theoretical support for the in-depth and systematic solution to the emergency management of primary and secondary schools. The third chapter, combined with the related cases,analyzes the problems existing in the work of emergency management of primary and secondary schools in Hengyang, and why.
