Private higher educational institutions appeared in post-soviet Russia and within a decade formed a stable sector of higher education. As a new field of the educational market private education aroused contradictive opinions in public. Being opposed to the state sector, which embodies quality and stability, private education had to prove its right to exist and till now is experiencing problems at this task. Private education in Russia has to obey the same laws and regulations as public, and till recent no notification of private institutions could be observer in the educational legislation. This created a lot of difficulties for the responsible private institutions and made it possible for "diploma factories" to lead their illegal game relatively safe. Now the Government realized that so far private education has become a part of the country's reality, it needs to have legal basis for its proper functioning. The aim of this work is to analyze the relation between private higher education sector and the Government from two sides:the existing legislative documents on private higher education (to summarize them and find out their shortages and insufficiency and to propose the possible ways of improving the current legal system and of promoting private universities) and public opinion on private education (to determine the role of the Government in formation of this opinion and suggest the ways of creating positive image of high schools).
