| Secondary vocational education which is an important type of high school education and vocational education in our country, it can cultivate a large number of qualified workers to meet the needs of economic development, and the improvement of its quality is equal to improve the quality of the talents, which realize the transformation from the great power of human resources to the power of human resources, the improvement of the quality of secondary vocational education is imminent,and the more comprehensive of the quality assurance policy is the basis of improving the secondary vocational education.The secondary vocational education began to set up after the reform and opening up, which according to Chinese economic development situation and the development of secondary vocational education was mainly divided into five stages: reorganization and recovery stage(April 1978- April 1985), rapid development stage(May 1985-April 1996), adjustment stage based on law(May 1996-July 2002), the keeping scale stage(August 2002-June 2011), strategy transition stage(July 2010-Now).Understanding the quality assurance policy at every stages, we should be quite clear on the history of the quality assurance policy.On this basis, based on the theory of institutional change, I analysis the power of the secondary vocational education quality assurance policy to change: the stability of the system of secondary vocational education; the dependent environment of the quality assurance policy changing; interest groups of the quality assurance policy to pursuit the maximum profit, and the continuous development of the three aspects of contradiction promote the quality assurance policy to change. I summarized characteristics of the quality assurance policy about its development: from provision to systemic policies; from the scale development to attaches the quality development; pay attention to build the important school; from the number of employment to the quality of employment.The quality assurance policy is developing well, but in the process of institution changing and there are some institutional obstacles, they mainly show at the historical debt, path dependence and the long time changing delay and some system defects. System obstacles hinder the development of the quality assurance policy, so we should try to reduce resistance and improve the development of the quality assurance policy. We need to work from the following several aspects: to strengthen quality management, make up for the history debt; The government strongly encourage, break the path dependence; Strengthen policy study, shorten the transition time delay; Perfect the policy system, reduce the system defect, will eventually on ensure the quality of secondary vocational education to provide certain reference and reference. |
