With development of economics and society, bilingual education in minority areas attracts increasing attention. The paper studied the current situation of bilingual teacher training in Tokkuztara County, Xinjiang Uygur Autonomous Region, investigated problems in bilingual teacher training, and proposed countermeasures to solve these problems. Practice shows that enhancement of teacher team building is very important to improve comprehensive quality of minorities and maintaining ethnic unity and social security, especially under the background of talent fostering by virtue and culture education. The paper analyzed basic conditions of bilingual education in Tokkuztara County, based on which the paper studied the work of bilingual teacher training and sought efficient approaches to improve professional competence of bilingual teachers, so as to facilitate development of bilingual education in Xinjiang.The paper consisted of six parts. In the first part, it introduced the study background, significance and methodology and provided an overview of document research. In addition, it defined the study-related concepts and explained the theories involved in this paper. The paper also proposed the research method and technology roadmap as a theoretical basis. In the second part, the paper sorted historical development stages of bilingual education and corresponding supportive policies as the reference for studying bilingual teacher training in next context. In the third part, the paper conducted a survey on current situation of bilingual teacher training in elementary and secondary schools in Tokkuztara County. In this part, the main goal was to learn about situation of bilingual teacher training in this area. So, the paper designed “Status Questionnaire of Bilingual Teacher Training in Elementary and Secondary Schools in Tokkuztara County” and organized four forums in different forms for interview investigation. Based on the on-site research on the work of bilingual teacher training in Tokkuztara County, the paper summarized the work practice and success experience in the training work and proposed approaches to improve lingual teacher team building and training in elementary and secondary schools. In the fourth part, according to the results of the questionnaire, the paper figured out some problems in the current situation of bilingual teacher training in Tokkuztara County and analyzed the reasons that caused these problems. In the fifth part, the paper proposed corresponding solutions to solve the problems and recommendations for improving bilingual teacher training in elementary and secondary schools in Tokkuztara County. In the sixth part, the paper made conclusions and outlook.
