At the end of the twentieth century, a new round of curriculum reform was started for secondary schools in China. Adjustment and reform of the course structure was put forward. And a new education curriculum system was set up. State-local-school 3-level management format was carried out, while schools were taken as the implementing bases. School-based curriculum was taken as an important part of the curriculum reform. Its purpose is to make schools as bases to comply the new curriculum to meet students’ learning requirements. The main concern of this curriculum is to achieve the teacher’s professional development and students’ personality development. The development of School-based curriculum is a process at school which can develop local and characteristic curriculum and implement the curricular decision-making democratization. It is conducive to promote quality education and students’ personality development, specially emotional attitude and values, such as Cooperation consciousness, positive learning attitude and deeply state of mind to love life.In this paper, the pedagogy, philosophy, biology and other related knowledge is utilized and the methods of interview and case analysis are adopted. From the perspective of a implementer and a developer, I expound the basic process about the development of school-based curriculum including the establishment of the organization, the analysis of the current status, setting goals, making plans, the implementation of the curriculum and evaluation of the course. There comes into an integrated and non-linear system. According to this process, we collected combination of education force in the study, and form a development community including teachers, students, educational experts and parents firstly. And According to the local characteristics and the features of the school, we took a method named Strengths Weaknesses Opportunities Threats to analyze the development of the school, the professional skills of the teachers, the basic situation of students. Then we design a curriculum goal of secondary school biology according to the characteristics of the students such as activity and liveliness curiosity, interests in a wide range. Under the guidance of Course objectives, we established the overall plan and Course structure about the school-based biology curriculum. After the overall scheme was established, we could proceed to the specific course design.in this study, we chose the chrysanthemum as school-based curriculum resources which is the city flower of Kaifeng and chose the school-based curriculum named Juyun Kaifeng as a specific case.The four basic principles of this course is as follows: The outline of this course has clear objectives. The content is of great practical. The implementation can be put in place and the evaluation is reasonable. Course objectives should be consistent for the purpose of quality education, which can promote the development of students, teachers and schools, and attention can be paid to students’ individual development. And the goal should be specific and clear. In the compilation of the textbooks, we should pay attention to the school-based teaching outline, highlighting the training objectives; guarantees the authenticity, scientific and logic of the content; the content should be connected with biology, life, local resources, and textbooks students use now; the language should yield their own unique style and be concise and easy to understand, Writing should be interesting and abundant as far as possible. It should create teaching situation, stimulate students’ interest and curiosity. In the process of implementation attention should be paid to the order, schedule, form, methods, media of teaching. During the development and implementation of Juyun Kaifeng, teachers and students could change their role. Students should transfer their learning styles from the traditional method, rote learning to autonomous learning, cooperative learning and inquiry learning. Students should pay more attention to the development of the subject, and enhance their consciousness about environmental protection and the protection of green ecological system. It provides a certain reference about the development of the school-based curriculum which can meet the requirements of national and local curriculum, adapt to school characteristics and meet student needsIt is a significant achievement of the development of Juyun Kaifeng. But there are still some problems, such as the lack of necessary theoretical guidance, he lack of participation, nervous class hour, the lack of cooperation with universities as to solve these questions, We should regularly recommend the theory of school-based curriculum to teachers. With the help of education resultant force, we should organize some lectures and activities and build good atmosphere in the learning of theory of curriculum, examine the theory knowledge of teachers on a regular basis. Schools should provide the necessities for teachers to develop school-based curriculum and give the teachers enough space and time to do research about the development of curriculum. Domestic experts should come together to form an organization which can give some advice about the development of the curriculum. It is the key that the experts and developers of the school based curriculum to cooperate and communicate each other to promote the school-based curriculum development.
