The "national long-term education reform and development plan (2010-2020)" clearly put forward "to a large number of educators, teachers and discipline of leading talents." In order to explore the practice path of the municipal famous teacher's cultivation, this paper applied the methodology included literature, research and action research methods. Meanwhile, based on the discovery and analysis for the cities about the famous teachers training in central and western regions of this paper proposed the cultivation ideas firstly, and then stepped into the practice in the L City by conducting a survey on the research, proposed the empirical strategy for teacher training in primary and secondary school.This paper consists of six parts:the first part is the introduction. It discusses the background, research status, purpose, content and significance to clarify the research method and path. The second part discusses the famous teacher training and practical value in primary and middle schools. The third part discusses that the study confirmed the main problems existed in professional training for the teachers from middle school and primary school with different selection criteria, training target generalization, a reappraisal of light culture, reuse of light, relight subject consciousness, and so on. All of the reasons are the following:the connotation of the teacher was failed to reach a consensus, different teacher cultures did not form cascade, the resources of regional teacher training are insufficient and high cost, teacher training is lack of the system of protection. The fourth part discusses the design of teacher training in primary and secondary schools, and puts forward that the teacher should have a strong desire to be positive with some professional teaching quality. Training goal is to make teaching ideas clear, teaching skills well and professional influence sound. The path of training regards "go to the rational classroom implementation" as the foundation, takes "the pursuit of individual research" as the carrier, promote "the common vision of the professional team" as the fulcrum. The security of the cultivation is training system, training policy continued, adequate funding for training. The fifth part focuses on the practice and reflection teacher training in primary and middle schools in the city L. The sixth part investigated and analyzed the effect and reflection of famous teachers' training practice in L City, proposed teacher training optimization strategy as following:enhance research ability, strengthening the disciplines, promote teacher training projects, achieve the sustainable development of the real excellent teachers.
