The outdoor camp appeared in1880 s, mostly in developing countries. It's an outcome of the continuous development of human society and of the industrial revolution. At first, it mainly functioned as a way of leisure and education, with families as its primary participants. However, with the development of society, it has embraced such functions as leisure, education, sports, exploration, environment protection, and communication. Its participants have also been more diversified,including families, friends, schools and social groups. In America, there are 1/3 tourist lodging facilities, travel time and travel places that exist in the form of camps. The number of standard camps has reached 16,500, and their annual income has surpassed30 billion dollars. Chinese camps have a short history of 20 years, and are still in the start-up stage in terms of scale, function and forms. A reasonable development of camps in a proper scale will play an irreplaceable role in society, economy, health,education, tourism and environment, and also an important role in reducing social contradictions. The main purpose of this paper is to find solutions to the difficulties that camps in the surrounding areas of Beijing are confronted with by studying the development of camps in China, especially those in the surrounding areas of Beijing.By investigating the difficulties that camps in the surrounding areas of Beijing are confronted with from their policy background, cost, site, function, management form and marketing, and by using the methods of fieldwork, interview, case study and documentary analysis, several suggestions were made:Firstly, policies should be made to support the construction of camps and to lay a foundation for their development. The government should play a leading role in the construction of camps in the surrounding areas of Beijing to make sure that they will benefit the public; it should also build national parks that can be transformed into a public-welfare tourist place for Beijing citizens. Camps can be built in the national parks or other places with government as the leading force and social capital as a supplement. This will solve the problem of cost and site that hinders the development of camps on the one hand, and provide citizens with a good platform for outdoor recreation on the other hand.Secondly, the management form of camps should be changed to reduce the cost and increase the efficiency. Camps around Beijing can be integrated to build a platform for resource sharing. The internal management of camps should also be enhanced to optimize their post, and to maintain high work efficiency with low labor investment.Thirdly, camps should be put in places that are under the support of the government, thus to guarantee resources of good quality and reduce the cost of site choosing, returning camps to the nature.Fourthly, camps surrounding Beijing should improve and standardize their functions and programs. Programs should be designed in consideration of the characteristics of different groups. The research into camps and programs for teenager groups should be reinforced.Fifthly, market promotion for camps should be enhanced to emphasize their public benefit and attract more participants. Camps can cooperate with the government to increase their popularity. The public benefits that camps can bring should also be highlighted to attract more attention.
