Problems And Suggestions For Government Management In The Process Of Land Requisition And Demolition In Jintang

With the acceleration of urbanization in China,the increasing demand for land in urban development and the spread from urban area to suburbs and rural areas,for local governments in many regions,demolition has become an essential process for local economic development and urbanization.The relocation provides ample land for the development of the city,but the unreasonable demolition,especially the strong demolition behavior,has caused the damage of the farmers ' interests and caused a series of social contradictions.The demolition work is usually carried out by the grass-roots government,and if there is deviation in the position of the role,the grassroots government will inevitably appear some management problems in the demolition work,resulting in the opposition and conflict between the people and the grassroots government,which has aroused the public's questioning of the government's credibility.Jintang County is located near the capital city of the western region,the advancement of urbanization and the request for attracting investment make the county to meet the needs of local economic development through the urban and rural housing demolition.In the concrete execution process of the demolition work,the county has appeared in the grass-roots demolition office to rent corruption,illegal demolition and other damage to the interests of residents of the vicious event,at the same time because of the relocation of the compensation system is unfair and unreasonable,the demolition of the public is very popular,the grassroots government to carry out the work of the relocation of the lowThe demolition problem in Jintang County is a microcosm of the relocation predicament in many regions of China,which is typical.In this process,the management problem exposed by the grass-roots government is the Jintang County of the unclear position of the role of the grassroots government and the defect of the design of the relocation mechanism.The emergence of the relocation dilemma is the result of the imbalance of interests between the Government,the developer and the relocated residents,all of which have a certain responsibility.However,under the special conditions of our county,the government usually plays a leading role in the demolition work,and its behavior has a great influence on whether the demolition work can be carried out reasonably,impartially and orderly.Through the form of questionnaire survey,this paper investigates the management actuality of Jintang County grass-roots government in the work of land expropriation and demolition,analyzes the problems existing in the management of the Jintang County grassroots government,and probes into the internal reasons of the relocation problem in this county.In addition,this article also draws lessons from some successful cases and experiences of domestic and foreign relocation system and execution method,and aiming at the phenomenon of the relocation of Jintang County and the alienation of the role of grass-roots government,tries to design the management mechanism of grass-roots government in Jintang County demolition work.It also provides some feasible suggestions for the optimization of the management methods of grass-roots government in other areas.
