The Study On Social Organizations Cultivated By The Communisit Youths Legue Of Mianyang City

As one of the main bodies of social governance innovation,social organizations are shouldering the significant responsibility of providing the public with more differentiated public services and products.During the period of accelerated society-transforming and complicated social governance environment,how to make social organizations cultivation pattern shares a higher efficiency and closer to the public has become an important issue at the moment.As a public organization,the Communist Youth League(CYL thereafter)should speed up its development on social organization cultivation,not only start from its exploration on resources that can gather more young people together,but also from the construction of “pivotal social organization”.At present,although the organizations of the CYL at all levels has gained some experiences in the cultivation of social organizations,but generally speaking,restricted by subjective and objective conditions,a series of problems in the field of cultivating social organizations are still hanging for resolution.Taking related practical experiences of the CYL of Mianyang city as the background,combining methods such as comprehensive observation,trimming research,comparative analysis and general summary,this paper proofs the basic method used by the CYL of Mianyang city in the field of cultivating social organizations,at the same time,analyzes the problems and causes in the cultivation process.The focus starts from comparing and analyzing the experiences and lessons learned from the three main domestic types of cultivation modes and relevant illustrative case dominated by CYL of Pudong district,Shanghai.Ends up with suggestions on four aspects for optimizing mechanism of the social organization cultivation by the CYL of Mianyang city,which includes “perspective formation of cultivation ideas”,“scientific promotion of cultivation measurements”,“professional upgrading of cultivation platform” and “pilot experiment of cultivation direction ”.
