| Sub-district office is the detached administrative agency of urban basic-level government,and is a governmental level endemic to China.It is the terminal of government’s administrative functions and the director of community development as well.Therefore,the sub-district office works to combine the two functions in urban basic-level governance of our country.After more than 60 years’ development,the current sub-district office management system cannot cope with the challenges arising from the rapid expansion of urban scale and the complication of society at the basic level well.In China,many cities have carried out different forms of reform of sub-district office management system one after another,which brought about beneficial programs such as Tongling mode,Lugu mode and Jianghan mode.During the completion of the paper,as a staff member of A Sub-district office,the author performed in-depth observation on the problems existing in the legal,operational and morale aspects of A Sub-district office including dispute in the subject position of law enforcement,non-standard origin of task,difficult coordination between the superior and the subordinate,etc.On such basis,the author summarized some personal understanding and provided some shallow thoughts from the theoretical perspective of task-oriented organization.In this paper,from the actual situation of A Sub-district office and with the perspective of task-oriented organization,the author proposed a conception about the reform of sub-district office management system with the main content as follows: On organizational form,distribute the sub-district office into three directions,separate the common executive functions upward and the social public service functions downward,then extract the “new subdistrict office” as the task-oriented organization,whose highest authority concerning integrated localization coordination shall be granted by the basic-level government;meanwhile,centering around the new sub-district office in basic-level governance,the author hopes to enhance the efficiency of solving practical problems by applying the “lasso type” comprehensive coordination to match the functional resources required by the task. |
