Research On Public Values Recognition And Evolution Logic Of Chinese Urban Community Construction

After 1990 s,the community construction as a remodeling of grassroots social comprehensive reform project,gradually developed in many cities.In China,community construction is a part of the government reform,a series of policies issued by the state is the fundamental driving force of this reform.And the reason that the country had issued a series of policies to promote community construction,is that the government need to achieve or change the functions,and achieve the purpose of pursuing and creating public value.In the face of this situation,the public values type recognition in community construction has become a problem worth solving.The research on the public values of China city community construction evolution,selected 243 related national polices as the basic material,based on the public value of the leading path consensus research for the public value of typology,combined the provisions of the community construction contents of the important policy with the framework of public values.It is found that the western classification of public value is not fully applicable to Chinese situation of community construction.This study divided the public values of city community construction in the city of China into individual and social welfare value,political civilization value,economic development value,social cohesion value,heritage value and ecological value.The policy text analysis results show that policy attention gap a large in the study of public value development stage.The evolution logic performance for the community construction of public value strategic position gradually,category increased,rich in content,and the whole community construction of public value system development more scientific and stable.and the most important is that the advocating of public values and the policy attention begin to have a more active planning than passive response in the past.The reason for this trend caused by may lie in the reform and development of market economy,political environment and city management system at the basic level of the profound changes.The next step should develop the welfare of individual and social value system,realize the coordinated development of community residents;broaden the channels of participation,promote the political civilization and so on.The innovation of this research lies in the combination of theory and practice,the public recognition of community construction value of six types,and the mining related national policy,make the key words table of policy text community construction in public values analysis,the research make the efforts and try in enriching research methods of public values and the object of community construction.
