Study On The Problems And Countermeasures Of Civil Air Defense Project Government Management In Fengxian County

With the rapid development of national economy,the international situation is becoming more and more complicated,civil air defense,as a part of national defense,is becoming increasingly important.Civil air defense engineering is an important place for disaster prevention and refuge in wartime.However,because our country is in a peaceful period for a long time,it pays more attention to its economic and social benefits in peacetime,and it should be combined with economic construction and urban construction in construction.In recent ten years,many civil air defense projects have been put into use in Fengxian County.At the same time,a large number of civil air defense projects are under construction.In peacetime management,there are more and more problems,which restrict the development of civil air defense in Fengxian County.This paper takes fengxian Civil Air Defense project government management as an example to carry out research,and the product attributes of civil air defense projects are analyzed by using the theory of public goods.By analyzing the current situation and some cases of government management of civil air defense projects in Fengxian County,comparing with the civil air defense projects in Xuzhou and other counties,this paper carefully studies the reasons,and then puts forward reasonable countermeasures and suggestions.The research found that,the government management of civil air defense projects in Fengxian County lacks feasible long-term planning,the legal system construction lags behind,the law enforcement force is weak,and the maintenance and management are not in place.In addition,there are many problems in civil air defense in China,such as unclear property rights of civil air defense projects and insufficient experience in peacetime and wartime conversion.This paper argues that to solve the problem of government management,we should start with the following points: Improve the system and mechanism construction of civil air defense projects,clarify the ownership of civil air defense projects,and strengthen joint law enforcement by departments,scientific planning and rational distribution,combining civil air defense projects construction with development and utilization,strengthen the maintenance management,quality supervision and peacetime and wartime conversion of civil air defense projects.This paper has 6 figures,5 tables,69 references.
